There is another kind of threat out there that is costing the city money; a threat commonly known as "swatting" and "misuse of 911 emergency call systems". This week, 34-year-old Jason Neff was arrested and sentenced to five years in prison by a federal judge for making fake 911 calls. Neff was also ordered to pay about $80,000 in restitution.

It started back in 1998 when Neff and a cybergang he was a part of, took over the Dallas County Community College District's phone system. This incident ended up costing the district more than $1 million. Later in 2006, Neff and a cybergang made fake 911 calls that drew Fort Worth police to a house that did not contain an emergency. In 2007, Neff threatened a former member of the cybergang for speaking to the FBI about Neff. Conspirators that worker with Neff were convicted and sentenced in 2008. Years later, Neff pleaded guilty to computer-related conspiracy and retaliation counts. He was sentenced this past Friday.

Swatting is a term where people make" fake 911 calls in order to draw special weapons and tactics officers to a hoax situation" (1011now.com). Making fake 911 calls is against the law. Harsh penalties can be enforced. In Texas, it is considered a Class B misdemeanor which is up to 180 days in jail with a fine not to exceed $2,000.
